The collaboration of DAIS / ACADIA with the Veneto Region comprise the design, the definition and specification of a technological system called Smart eGovernment Dashboard (SMED), to detect objectively the Veneto Region innovation projects’ effectiveness (mainly looking at e-Government and ICT).

The analysis of requirements and the specifications will allow the eventual establishment of a formal contest/tender for the executive phases, which include design, production and testing to be made available for “production system” of the Veneto Region.

The production system, fully managed in cloud computing, should allow for an appropriate qualification and quantification of the local (municipal) socio-economic parameters (classical statistical indicators) and for environmental & mobility indicators when available (smart cities). The collection of relevant indicators may be made automatically (via webbot / scrapers) and semiautomatically (via extractor / wrapper), with the possibility to complete the data where necessary with focused investigation campaigns. The indicators should be available externally in open data, and could be represented on different dimensions of analysis and made ​​georeferenced relationship with the territory in order to highlight the explicit relationship with innovation projects and the areas affected by these.

Short-term Goals
Concept, design and specification of a technological system (SMED) to measure objectively the effectiveness of the following regional interventions in the field of eGovernment and ICT:

Strategic Goals
Experimenting and creating awareness of the convenience to activate, maintain and operate a system of measurement of key performance indicators (KPIs) persistent and periodized, and thus be able to detect trends, but also validated / certified by the Veneto Region as a guarantor. This will identify the actions (and evaluate investments) to put such a system in full implementation.

The architecture provided for the system Smed moves on three axes of specialization / extensibility:

  1. bot engines: modularity, structured on “engines” as data collectors (bots),
  2. for territory:analysis per territorial sites, data sources and local websites (block areas),
  3. interfaces by field: adaptability, there are several dashboards data presentation, with views even on mobile / tablet.

A systematic and periodic analysis of the KPIs may also help us to identify the correlations between them, and therefore can be a valuable investigative tool for Public Administration. Not only that, you should be able to measure the digital/ICT evolution of the local area municipalities in terms of transparency, open data, accessibility, inclusion …

Mid-term Goals
Analysis of requirements and specifications will enable the preparation of a technical specification for the eventual establishment of a “SmeD Production System” tender. The guidelines for the technical design, implementation and testing of such system will have to be identified.

Features of the SmeD Production System
We emphasize the full consistency of the SmeD technological system with the objectives of the Digital Agenda, as deployed in terms of the National control room (“cabina di regia”), in particular:

  1. the system is to be considered as the (sensorial) foundation for the Smart City technological infrastructure;
  2. as technology SmeD will leverage the flexibility and convenience of the Cloud Computing model: highly flexible, remote and interacting with other services software as a service (SaaS) and platform as a service (PaaS) These features will facilitate the sharing of data collected by the Veneto Region with the local authorities (municipalities, provinces, prefectures);;
  3. the KPIs monitored will increase in quality, accuracy, quantity, frequency and granularity the information for PAs, and such information will be made available in full transparency to citizens via Open Data. Such infrastructure will also enable more efficient sharing of data in terms of availability of information and functionality of the interfaces.

Coherence of SmeD with the EC Guidelines
The context of implementation of SMED is also proposed in line with what is suggested by the next European Framework Programme 2014-2020, Horizon 2020:

  1. SmeD stands as a real tool to measure and promote smart & inclusive growth;
  2. SmeD research is related to the Priority 2 – Industrial Leadership. Directly, for what regards the line “Leadership in enabling and industrial technologies”, where ICTs are the first cited. Indirectly, for what regards the line “Innovation in SMEs, fostering all forms of innovation in all types of SMEs”, as the SmeD open infrastructure will able effective synergies with the more advanced SMEs.
  3. The data gathering will be as possible as related to the Priority 3 – Societal challenges, i.e.:
    1. Health, demographic change and wellbeing,
    2. Food security, sustainable agriculture, marine and maritime research & the bioeconomy,
    3. Inclusive, innovative and secure societies,
    4. Climate action, resource efficiency and raw materials,
    5. Smart, green and integrated transport,
    6. Secure, clean and efficient Energy.
